In August, a multi-vehicle accident took place on the William Floyd Parkway and Montauk Highway in Shirley. The accident took place at about 10 p.m. on Tuesday, August 11, when Owens struck the vehicle driven by Richard Garcia, of Shirley. The 4-car crash killed Garcia and injured the occupants of two other cars, including an infant and a two-year-old, as well. The crash occurred when a car going north on the parkway was struck by the impaired driver going east on Montauk Highway. Two other cars traveling northbound on William Floyd and a third car going west on Montauk also were hit. The father of four was arrested and charged with driving while ability impaired by drugs and leaving the scene of an incident.
